that guy and his dog actually hang out in rockaway, queens (where I'm from) all the time. he brings his dog by riis park with some woman in an equally bizarre outfit. i would see him all the time while i was waiting for the Q22 at the bus stop there. he was also in the mermaid parade at coney island this past summer.
